Bumping IBM/sarama to 1.46.1.
This duplicates #587, #602 and fixes the lint/error that
dependabotwas unable to.Most notably, we're interested in this bug fix that prevents the Terraform provider to be indefinitely hanging when the broker is unable to complete handshake. IBM/sarama#3283
