It isn't rare that people who are new to spigot (or use an abstraction, like minehut) don't know what a config file is, and get stuck during the installation because they aren't able to apply the changes. This PR adds a command which can be used to change some VERY SPECIFIC config values through a command (if the user has permissions for it specifically), and guide them through it.
