Add Fantom Opera chain

This change adds support for Fantom Opera mainnet into Metamask.
Fantom is EVM based blockchain and uses the same RPC protocol as Ethereum. This PR adds public Fantom RPC endpoint into Metamask predefined networks, so users can use it easily to interact with Fantom Opera mainnet.

Manual testing steps:

• Create/Import wallet as usually.
• Switch Network to "Fantom Opera" and back to Ethereum Mainnet.
• While switched to Fantom Opera, you should see balance in FTM, you should be able to interact with FTM.

Thanks for the contribution! But unfortunately we're not considering accepting any new additions to our list of default networks at this time. We have had a lot of requests to add default networks; accepting them all would lead to an extremely cluttered UI, and accepting just a few would unfairly disadvantage the networks that weren't added.

Instead, we have added a new RPC method for suggesting custom networks to the user (see #5101 for details). This will be included in the next release. Please use this method to suggest your network on any related sites. Thanks!
