Create Feature to Suggest Users Try New UI Within the App

We now have the beta UI bundled in MetaMask as published. The next step is to suggest users move over to the new UI, gently.

This is a ZenHub epic, and so issues added as dependencies of this epic will be considered blockers to rolling out this feature.

This feature should be kept on its own branch until those blockers are completed.

@cjeria @alextsg @danfinlay here is a list of style/design related dev tasks that I propose we prioritize for completion before as part of this epic (#3384). This is the list of 'minimum viable improvements/fixes' that I proposed at the design meeting on Thursday:

• Issues that have their own stand alone tickets: Onboarding: Verify seed phrase styling issues in extension view #3804, New UI - Account Label not visible on account screen  #4009, Fix styling of the add token page #4282, Design for Shapeshift transactions in New UI #3214,
  - [ ] Fix the overflow hiding the token name as seen in Fix Token Name Overflow #3478 Handled in PR Token name is not hidden in wallet if balance is exceptionally long. #4428
• [ ] Data field parity with old UI by meeting requirements in this comment: This issue is sufficient: Data field is missing in Send screen #3430 (designs inside)
  - [ ] Styling and copy changes to 'Reprice Transaction' screen shown in "Reprice" TX UI Feedback #3885 (comment) This was included in PR "Reprice" TX UI Feedback #3885 (comment)
• Remove the From and To rows of the confirm screen to fix the scrolling issue mentioned in multiple tickets (e.g. eliminating scrolling is mentioned NewUI: Show eth values on confirm screen #4298, "Reprice" TX UI Feedback #3885) There is now a ticket for this: Remove 'To' and 'From' rows on the confirm screen #4430
• To and from address at top of confirm screen should have "Click to copy" options. Click to copy tooltip should appear on hover. There is now a ticket for this: Click to copy on 'To' and 'From' at top of the confirm screen #4429
• Adding the account to the popup main screen as shown in comment Indicate the current selected account on the popup account view #3463 (comment) There is now a ticket for this: Add the account address and name to the popup main screen #4474
• Copy changes to confirm screen when handling ERC20 approve and transferFrom methods (@danfinlay I am suggesting we include this as a short term fix to a bigger issue. However, I'll note that we have never really come to consensus as to whether this should be done, and am happy to consider alternative approaches)

@cjeria Let's treat this list as 'Everything here will definitely be done before we start recommending the new ui to users, but any design/style fixes/improvements not listed here (regardless of where else it might be listed) won't be prioritized and therefore might not be done'. So, any other high priorities or non-negotiables should be added to this list.

I'm not clear what your proposed fix is, but hit me up and I think we'll quickly come up with a good solution.
