Fix Byron Address Outputs

Summary

Two fixes happened in sidan-csl-rs, bumping the version should fix these. Outputs that contained no value info would incorrectly remove any inlined script/datum info. Also, it was not possible to output any value to Byron addresses.

Both these issues have been fixed.
