Operators can query privacy-safe local log history and follow bounded live replay over a trusted-local WebSocket.
This is PR 2/3 and depends on #1133 (logging-foundation). It currently contains Todos 7-9 and will receive Todos 10-17 before review.
The history is reconstructed into 21 reviewable commits after Todo 7, with implementation and direct test coverage grouped together. No frontend, TUI, or documentation surface is included.
Validation: formatting, focused log API/WebSocket/logging/SSE tests, full host-runtime library suite, host/log-store checks and warning-denying Clippy, and mesh check pass. Mesh Clippy remains blocked by the pre-existing MeshConfig initializer omission in crates/mesh-llm/src/commands/runtime.rs:909, which is absent from this PR diff.
