This pull request uses Python 3.11 when compiling the library. It uses FetchContent in the CMake script too, instead of using submodules and vcpkg. I organized the build process a bit to eliminate some extra steps used.
Hopefully this helps the new people wanting to use the addon in current versions of Blender. Let me know what changes need to be made before this can be merged
