ELM 1.4 maintenance release 3

This release adds new data and functionality from ELM, allowing for both filtering of assignments based on GO ID and organisms with true positive instance examples. This allows for investigation based on cellular compartment or function, and where organism constraints can improve quality.

ELM 1.4 maintenance release 2

ELM.eu.org takes a while to respond and that was preventing the melm script updating. This release also represents a major refactor of the code to be more OO in design and easier to extend and contribute to.
