This commit reverts ManageIQ#9660, ManageIQ#9658 and part of ManageIQ#9633. The database reset in the tenant spec is colliding with another puma thread that is trying to do an API request at the same time. We need to ensure the reset is done in isolation to avoid this test failure that is happening more than sporadically.

This reverts commit 9c20c47. This puts back the changes reverted in ManageIQ#9684. This should allow us to verify the db setup/teardown in cypress on rails is no longer causing sporadic test failures in this area of code.

NOTE: This is to bring more stable testing in cypress until #9672 is merged
