It's because executing the REG command failed, some users can't find the REG command with the current user, but it can run successfully with the administrator.

So we should try to get this regedit by another command or we try to verify it by another method.

It may be the same question. We can temporarily resolve it by adding %SystemRoot%\system32;%SystemRoot%;%SystemRoot%\System32\Wbem; to the current user environment's path.
