Investigation: PR-count claims have drifted across multiple shards
in this session arc (counts inconsistent across consecutive shards,
sometimes regressing). Rather than retroactively fix every shard
on main (which would be churn-soup), softened the claim in this
shard to 'continues across the session arc' + 'per-shard counts
have drifted historically and the running total in any individual
shard should be treated as approximate'.

Future tick-history shards should either: (a) maintain a verified
running count via mechanical verification before each shard, or
(b) drop precise PR-count claims entirely. Backlog candidate.

Caught and reverted my own bad fix from PR #791. Caught Copilot
P1 on PR #793 about PR-count drift. Both fixes pushed.

New recurring-fix-class entry: trust-the-cited-context-without-
verification (sub-class of agent-overcorrection-thread). The
mechanical guard: re-read the actual file sequence before fixing
any ordinal claim, not just the reviewer's cited context.

'didn't exist'. Now they're on main. Resolved as obsolete with
explanatory comment.

New recurring-fix-class entry: time-travel-review-artifact
(reviewer snapshot is older than current main; references that
look broken resolve themselves once cited PRs land).
