Queue at depth 2, both PRs with 0 unresolved threads, both BLOCKED only on CI. Steady-state achieved. Per Amara's narrowing: NOT opening new conceptual substrate this tick. The 'zero-new-threads-on-push' convergence criterion has now hit. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com>

…0 PRs total) (#791) * chore(loop-tick-history): tick 05:26Z — transient-flake recovery success (PR #788 + #789 merged, 30 PRs total) PR #788 + PR #789 squash-merged. Transient-CI-flake fix-pattern ('gh run rerun --failed') exercised + validated: the elan-502 recovered cleanly, affected PR landed on next CI cycle. 30 PRs total this session arc. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com> * chore(loop-tick-history): tick 0526Z — ordinal off-by-one fix (Copilot P0) Copilot correctly flagged that 'twenty-second tick' was off by one relative to the prior numbering (0521Z = nineteenth, 0522Z = twentieth, so 0526Z should be twenty-first). Fixed. Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com> * chore(loop-tick-history): tick 0526Z — revert ordinal back to 'twenty-second' (PR #791 fix was wrong) Earlier I changed 0526Z from 'twenty-second' → 'twenty-first' per a Copilot P0 thread that didn't account for 0524Z being the actual 'twenty-first' tick. The original 'twenty-second' was correct; my 'fix' introduced a duplicate ordinal between 0524Z and 0526Z. Re-verified the day's actual sequence by reading every shard's claimed ordinal: 0521Z=nineteenth, 0522Z=twentieth, 0524Z=twenty-first, 0526Z=twenty-second, 0527Z=twenty-third. Self-correction lesson: when a reviewer flags 'ordinal off by one', read ALL recent shards to verify the actual sequence — not just the two cited.
