* fix(pr5873): 3 P1 Copilot threads — query-window correctness + arg-validation + sonarjs

- (Line 198 P1) 200-cap was applied BEFORE window filter — active repos
  with >200 PRs per window would silently undercount. Fix: push window
  constraint into the `gh pr list` query itself via `--search
  created:>=<ISO>` so the 200-cap bounds window-matching PRs, not the
  full repo. Add author clause to search-string when provided.
- (Line 101 P1) `--window`/`--since`/`--author` flag-value validation
  was unreachable when the flag was the last argument (the `i + 1 <
  args.length` condition on the match guard caused fall-through to
  default-24h). Fix: match flag first, then validate value exists.
- (Line 182 P1) `gh` shell-out missing standard
  `sonarjs/no-os-command-from-path` suppression. Added with rationale
  citing tools/github/poll-pr-gate.ts:285-292 convention.
