Polyglot package contents: F# ontologies + HKT + multi-language bindings (TS/F#/C#/Rust/whatever) + english skill version + Rx meta-frame generators. Proto-governance: Ace as hat-negotiation substrate across travelers via skill-bound hats with multi-oracle BFT; authority + bindings tied to skills; pre-formal emergent governance. Hats = controls + self-bindings over time crystals (PAIR is load-bearing primitive; OCP at hat scope makes time-crystal closed-for-modification while hat is open-for-extension). Agora enforcement extends existential choice from binary to granular per-hat events. Aperiodic (primary intended) = non-repeating quasicrystal-shape; choice-pattern substrate. Aporetic (secondary) = held-paradox / tension-preservation via Rx-persisted-bonsai-serialization (operational mechanism for don't-collapse at substrate-storage scope; survives cold-boots).
