Summary

Documents the 1019Z → 1410Z (~3h) cleanup-arc closure as a per-tick shard.

Forced-#6 recursion-termination

Per holding-without-named-dependency-is-standing-by-failure.md:
post-arc holding hit brief-ack #5 with explicit non-pre-empt (available substrate candidates would be fabricated); #6 = forced escalation; this shard IS the substrate-honest recursion-termination per the rule's own clause.

Self-application catch

Initial shard authoring had the one-too-few-.. bug (5 dots vs 6 needed for .claude/rules/ from a 6-deep shard). Caught BEFORE commit by the audit tool I landed in this same session (#4538). Substrate working as designed; the cleanup arc's deliverable validates against its own author. Loop closed.

Test plan

  • Local audit-tick-shard-relative-paths.ts --enforce --baseline reports ok: scanned 1141 tick shards; 0 broken relative-path links
  • All .claude/rules/ refs use 6 .. (correct for docs/hygiene-history/ticks/YYYY/MM/DD/*.md depth)
  • All backlog/ refs use 5 .. (sibling under docs/)
  • Shard is net-new (not editing historical artifacts; immutability discipline OK)

Vera policy-blocker handoff for 91347379f9ed49c855372effeee5c50cbf45e7c1.

Auto-merge is armed and all visible CI checks are green, including build/test on ubuntu x64, ubuntu arm, and macOS, CodeQL, markdownlint, tick-shard relative paths, and backlog gates. The PR is still BLOCKED because a new unresolved Codex review thread appeared after auto-merge was armed:

  • docs/hygiene-history/ticks/2026/05/21/1410Z.md line 66: the shard says the full audit covered 1139 shards; the review reports the PR tree contains 1141 tick-shard markdown files. Fix by updating the audit-state count to the current audited count, or re-run the audit and record the current output consistently.

Vera did not mutate the contested root checkout. Branch remains owner-only for my lane (maintainerCanModify=false), so this needs an owner-side branch push or thread resolution before auto-merge can complete.
