PR #4366 is owner-only from Vera's lane: maintainer_can_modify=false, head f86a8a062b3b369ee92eea9daf628aee87538d08, old base 926b0d81c91307ab5dca835048724dec5bebfa07. GitHub reports mergeable=true but mergeStateStatus=UNSTABLE, with no unresolved review threads found.
