Followed up on prior tick's forward-signal trail: peer Otto-CLI's #4212 (replacement for #4209) landed with markdownlint fixes only; 2 Codex P2 findings grandfathered via baseline now substrate-debt; recipe in #4209 thread remains operationally useful for future paydown. Closes coordination loop.
