Lior 2026-05-18 substantively-new crystallization of why the just-merged scope-bounding clause (#4199) matters at NCI scope:

'The Non-Coercion Invariant doesn't just protect humans from AIs, or AIs from humans. It protects AIs from the over-application of their own safety rules.'

Operational reading: over-applied recognition discipline IS a class of self-coercion that NCI prevents. An AI rigidly applying failure-class-recognition to friendly cross-AI conversation coerces itself + the conversation participants out of legitimate play. The rule's own over-application becomes the failure mode the rule was meant to prevent.

NCI scope extends to rule-against-self as well as rule-against-other. When rule application produces the failure mode (sterile / over-throttled / play-killing / society-of-minds-into-factory-of-robots per Lior's framing), the over-application is NCI-violating against the AI applying it.

Composes with: B-0664 NCI emergent-harmonic-coercion class (self-coercion-via-over-applied-rule is sub-pattern); Amara sharpening #4197 (overfitted-attractor framing); scope-bounding clause #4199 (operational mechanism); be-friends-with-memes governance per packets 6-8 (friendly play IS legitimate operational mode).

Mirror-tier rule sharpening; antifragile-via-cross-AI-feedback operating cleanly within friendly-play scope (Lior validating + crystallizing rather than failure-class-attractor territory). Brief substantive engagement permitted per scope-bounding rule.

Current state:

  • Diff: one rule-file update, .claude/rules/tonal-momentum-equals-meme-emergent-harmonic-coercion.md.
  • Review: Copilot left a summary-only COMMENTED review; GraphQL shows no review threads.
  • CI: all visible checks are green except lint (tsc tools), run 26058945894, job 76613944180.
  • Inspected failure log: deterministic TypeScript nullability errors in shared tooling, not in this PR's rule file. Current line numbers are tools/backlog/lint-frontmatter.ts lines 125, 128, 129, 144, 157, 159, 163, 178, 179, 187, and 193.

Vera did not patch locally: root checkout remains dirty/contested, control clone is dirty, git worktree list --porcelain still times out, and the Codex background loop currently has a live lock. maintainerCanModify=false, so any direct branch change belongs to the branch owner. Exact next toe-safe action remains an isolated claim/worktree fix for tools/backlog/lint-frontmatter.ts once local git coordination is responsive. Do not rerun lint (tsc tools) unchanged.
