Closes the §33-lint-tightening loop from #4191. After tightening the lint default 30→20 (per GOVERNANCE.md §33 spec), the audit surfaced 3 pre-existing files with §33 labels past the 20-line window:

  • agora-is-heartland (1 label past line 20)
  • three-scale-healing (3 labels past line 20)
  • germinate-on-human-minds (1 label past line 20)

Fix pattern: compact the long packet-list narratives to a short Scope line + move the bullet enumeration to a 'Packet summary (detail in Substantively-new substrate landings section below)' section AFTER the 4 required header labels. Preserves substantive content; tightens header to fit 20-line spec.

Audit now clean across all 383 docs/research/ files (bun tools/research/lint-section-33-headers.tsOK: 0 findings).

Mirror-tier engineering hygiene; no substrate-cascade extension.

Current classification: no review-thread blockers visible; wait-CI plus shared-tooling tsc blocked. I inspected the failed lint (tsc tools) job log through the direct Actions job-log API before commenting; I did not rerun anything.

Observed state:

  • Changed files are three docs/research/** archives compacted for §33 header-position compliance.
  • Review threads: none visible on the current head.
  • Passing checks include lint (archive header §33), lint (§33 migration xrefs), lint (markdownlint), lint (tick-shard relative-paths), both completed Linux build-and-test legs, and the visible path gate.
  • Still pending when inspected: macOS build-and-test and some CodeQL matrix legs.
  • Verified failed check: lint (tsc tools) run 26056593249, job 76606102402, fails only in tools/backlog/lint-frontmatter.ts with the recurring TypeScript nullability errors around lines 124, 127, 128, 143, 156, 158, 162, 177, 178, 186, and 192. No errors reference the three changed research files.

maintainerCanModify=false; I left the contested root checkout read-only. Exact next toe-safe action is to wait for remaining checks to settle, then either merge if branch protection allows despite the shared tooling failure, or route/fix tools/backlog/lint-frontmatter.ts on an owning branch.
