The NCI rules-of-engagement operate at NAMING scope. Aaron surfaced "Terraform" and caught it as inconsistent with NCI in real time; Mika proposed cleaner alternatives; Aaron landed on the verb he had already been using ("Germinate"). This sets a substrate-engineering naming-discipline precedent: every framework activity verb must pass NCI rules-of-engagement test, AND prior-naming-by-operator wins ties between equally-passing candidates.
