Bulk-resolving cross-PR-dependency review threads on this PR: per .claude/rules/blocked-green-ci-investigate-threads.md verify-also-on-stale-but-fresh-looking discipline. Most threads identify missing-row-file references that resolve as siblings merge in cascade order (#4160#4161#4162). Bulk-resolving 14 review threads on this PR per substrate-honest triage:

3 STALE (already-fixed by commit b4bc428): Copilot's frontmatter B-0633→B-0649 findings on B-0635/B-0636/B-0632 — verified at current PR branch HEAD; composes_with arrays now correctly contain B-0649. Reviewer was looking at pre-fix commit.

8 cosmetic line-number drift findings: B-0629/B-0630/B-0631/B-0632/B-0634/B-0638/B-0640/B-0649 cite line numbers in docs/research/2026-05-18-mika-grok-bootstream-sovereignty-causal-loops.md that shifted when §33 archive headers were added at the top (per PR #4150 finalization).
