Closing as redundant — substrate landed on main via #4035 (b69b8954) which preserved this PR (#4031) plus #4030 + #4033 in one go.

Byte-equality verified between this PR's docs/pr-discussions/PR-4031-memo-audit-in-repo-rules-cite-user-scope-only-memory-files-5.md and the version now on main — identical except for the archived_at: frontmatter timestamp (this PR ran archive-pr.ts at 2026-05-17T03:20:32Z; #4035's run was at 2026-05-17T03:47:04Z — same source PR, different archive-tool invocation). Substantive content identical.

This matches the byte-near-identical-duplication pattern in B-0553 — multiple agents running archive-pr.ts against the same source PR at close-but-not-coordinated times produces overlapping preservation PRs.

Per stale-armed-PR resolution patterns → close-as-redundant. Alternate-content version preserved in branch history per lost-files-surface.
