Summary

Tick 2046Z. PR #3583 lands the memory file naming the audit-first-then-decide discipline as durable substrate. Converts implicit 23-tick pattern into named rule future-Otto can read at cold-boot.

Test plan

  • Shard at canonical path
  • CI green
  • Auto-merge arms

…(PR #3583)

- PR #3580 (B-0537) + #3582 (2038Z shard) wait-CI
- PR #3583 — memory file naming audit-first-then-decide as named discipline
- Converts implicit 23-tick pattern → durable substrate per substrate-or-it-didn't-happen
- Resolves never-be-idle vs razor-discipline vs Standing-by tensions via audit-output routing
- 24-tick session arc

Pull request overview

Adds the 2046Z tick shard documenting the “audit-first-then-decide” discipline and linking it to the related work (notably PR #3583) as durable hygiene-history substrate.

Changes:

  • Added 2046Z tick entry describing the three-way audit pivot (mechanical fix vs backlog row vs quiet shard).
  • Recorded per-tick trace and updated the recent tick arc table.

## Why this isn't another quiet shard

Last tick (2038Z) was a quiet shard. Back-to-back quiet shards (2038Z + 2042Z + 2046Z) would risk no-op-cadence pattern. This tick produces durable substrate (memory file landing the discipline name) instead — different shape than quiet, different value than mechanical-fix.

… audit-first-then-decide says null (#3585)

- PR #3582 + #3584 wait-CI
- Applied just-named audit-first-then-decide discipline (PR #3583)
- 2038Z audit-survey baseline still valid; nothing changed on audited surfaces
- Brief shard by design — anti-pattern is tick-driven audit-running
- Session arc at natural completion: 14+ PRs landed, cluster live, rows filed, discipline named
- Future-Otto pickup options recorded
- 25-tick session arc
