* shard(tick): 1301Z-01 — drift recalibration per Codex P2 catch on PR #3465

Filename = `date -u +%H%MZ` at write-time going forward; prior
shards had drifted ~4-8min ahead of actual commit-time. Disambig
suffix used because 1301Z.md already exists on main.

* fix(shard): col1 13:02→13:01:56 to match filename minute (Codex P2 + 2 Copilot)

Schema validator (tools/hygiene/check-tick-history-shard-schema.ts:117-125)
compares col1 HH:MM to filename HH:MM; original 13:02:00Z would fail
against 1301Z filename. Also reframed the "filenames preserved" rationale
to honestly note the legacy-table generator sorts by parsed prefix — so
the drifted prefixes ARE load-bearing for projection ordering, fix-up
deferred to a follow-up rename pass.
