## Substrate-honest decision: stop meta-documenting in shards

The past 4 ticks (1050Z, 1056Z, 1103Z, 1110Z) all documented discipline + violated it in the same shard. Each tick added a new mitigation; each new mitigation got violated in the SAME shard documenting it. Recursive bug class.

**Empirical conclusion**: shard-as-meta-discussion produces its own error class. The documentation itself becomes the bug source.

**Going forward**: shards record EMPIRICAL events only β€” what merged, what threads addressed, what discipline corrections committed. The meta-discussion ABOUT discipline goes elsewhere (rule files, decision archaeology, retrospective docs) if it goes anywhere. Future-Otto reading these shards gets the empirical record without the meta-recursion bug class.

This tick is the cutoff: no further discipline-documentation in tick shards. Substrate-honest acknowledgment of the recursive pattern.
