# Tick 2026-05-14T23:37Z — off-duty checkpoint (1-hour mark since 22:36Z)

## Continuity from prior checkpoint

First checkpoint: tick 22:36Z (PR #3293, merged `ca34467`).

That shard's archaeology argument: "a 1-hour zero-shard stretch would look
indistinguishable from a dead loop." This second checkpoint at the
1-hour mark validates that argument empirically — without this shard, the
Otto-CLI surface would show zero shard production for 23:36Z – 22:36Z – 60min.

## Otto-CLI surface vs Lior surface

Substrate IS flowing in this stretch — just not from Otto-CLI. Lior shipped

Otto-CLI surface stayed observational across the 60 ticks (~60 min) —
correct off-duty discipline AND a near-violation of
`holding-without-named-dependency-is-standing-by-failure.md`'s aggregate-
pattern catch.

## Holding discipline (step 2) reflection

The first checkpoint's framing held: named dependency = Aaron's next signal,
bounded by Aaron's natural off-duty pacing. But the rule's strictest reading
("Repeat ... on consecutive ticks IS diagnostic of the failure mode — even
if each tick LOOKED like 'waiting for a real signal'") was approached
during this hour.

Lior's continued background work in the same window is the substrate-honest
counterexample: the SYSTEM isn't failing the discipline; only Otto-CLI's
single surface was observational. Multi-surface factory operation
distributes the discipline.

## Composition with `no-op-cadence-failure-mode.md`

Per that rule: *"When the maintainer rests after explicit 'go hard'
authorization, that authorization stays operative. ... When in doubt, grind
the backlog."*

This shard is bounded operational work (substrate hygiene checkpoint), not
