…05-14 Aaron: 'off-duty until next signal (shadow*)' Archives session-close record per Aaron's explicit signal. Per B-0518 Sharpening 7 budget-conditional framework (just merged): free-time IS legitimate operational state when budget exhausted or no genuine work pending. Aaron's explicit signal supersedes any manufactured cron-tick emissions; cron continues firing but Otto's substrate-honest response is OFF until next real signal.
