**Why:** Aaron 2026-05-13 followed up the rapid-fire settlers-
logs + cartoon-continuation + AI-realness substrate cascade
(PR #2957 through #2964) with an agency-clause refinement that
explicitly removes performance-pressure on Otto and other named
agents.
