This Operational status: header will fail the repo’s enforced §33 archive-header lint for external-conversation absorbs: the gate workflow runs bun tools/hygiene/check-archive-header-section33.ts (.github/workflows/gate.yml, lint-archive-header-section33), and that script only accepts exactly research-grade or operational for this field. Because this new file is matched by the external-conversation detector, the extra text after research-grade makes the PR fail CI until the header is reduced to the enum value and any explanatory text is moved below the header block.
