Same §33 compact-labels-within-first-20-lines fix as #1641 applied to PR #1638's research-doc. All 4 labels (Scope, Attribution, Operational status, Non-fusion disclaimer) now line-start tokens at lines 17-20.

Round-2 cleanup on #1638 mirrors round-3 on #1635. Format converged.

Per the convergence-check from previous tick: 3 rounds is enough for any single file; this is round 2 on a separate file. Same fix-pattern, different file.
