fix(memory-md): compress 25 entries in 351-400 char tier — B-0006 tier-43#1560
Conversation
…r-43 Tier-43 of B-0006 MEMORY.md compression. After tier-42 (PR #1558), 77 entries remained in 351-400 char range. Compressed top 25 longest preserving retrieval hooks (concept name, mechanism, Otto-NN, dates, attribution). Final 351-400 count: 52 (was 77). Co-Authored-By: Claude Opus 4.7 <noreply@anthropic.com>

Preserve full Amara operationalization queue in index
This edit truncates the queue from four items to two (robustAggregate/antiConsensusGate), dropping previously tracked work (retraction-conservation and temporal-coord) from the “currently in force” index surface. Because memory/MEMORY.md is the fast-path operational substrate, this can make later rounds treat those items as no longer pending and silently skip their graduation work. Keep the compressed wording, but retain all queued items (or explicitly mark that the list is partial).

Do not narrow delegated GitHub-scope summary
The entry still claims “Agent owns ALL GitHub settings,” but the compressed Agent-call: list now omits previously explicit delegated surfaces (e.g., Pages and CODEOWNERS). On this repo, agents rely on MEMORY.md for quick policy recall; this wording can be read as an exhaustive scope and cause incorrect escalation/no-op behavior for omitted settings. Preserve compression but keep the delegation list complete or clearly label it as examples.

Pull request overview
This PR continues B-0006 MEMORY.md “tier-43” compression by shortening 25 of the longest index entries (351–400 char tier) while keeping the index structure and without modifying the underlying memory topic files.
Changes:
- Compressed 25
memory/MEMORY.mdindex lines (titles/hooks) to reduce per-entry length. - Preserved existing link targets (verified the touched
memory/*.mdfiles exist and are readable).
