Tier-43 of B-0006 MEMORY.md compression. After tier-42 (PR #1558),
77 entries remained in 351-400 char range. Compressed top 25 longest
preserving retrieval hooks (concept name, mechanism, Otto-NN, dates,
attribution).

Final 351-400 count: 52 (was 77).

P2 Badge Preserve full Amara operationalization queue in index

This edit truncates the queue from four items to two (robustAggregate/antiConsensusGate), dropping previously tracked work (retraction-conservation and temporal-coord) from the “currently in force” index surface. Because memory/MEMORY.md is the fast-path operational substrate, this can make later rounds treat those items as no longer pending and silently skip their graduation work. Keep the compressed wording, but retain all queued items (or explicitly mark that the list is partial).
