Summary

Two factory-push deliverables from Aaron's auto-loop-46 directive:

1. Stream A — cadenced self-practices code review (BACKLOG P1 row)
   — names the gap where we publish best practices but don't audit
   against them on a schedule. Proposes a capability skill that walks
   recent commits and emits a rule-ID-citing report.

2. Stream C — tiny-bin-file germination research sketch
   — research note at docs/research/zeta-self-use-tiny-bin-file- germination-2026-04-22.md. Sketches Zeta.Core.SoulStore as the
   first germination step, narrow to the soulfile-invocation compat bar.
   Lists five open questions for Aaron and a five-step next-round
   sequencing. Explicitly NOT a design commitment; implementation lands
   after Aaron answers the open questions.

No new F# code — docs-only PR. Build green (unchanged).

Why one PR for two streams

Both are auto-loop-46 absorbs from the same tick; neither is a code
surface that needs isolation; bundling avoids PR-churn overhead for
two docs changes Aaron asked for in the same breath.
