**Even for contributors/maintainers**, harness hooks cover the use cases git hooks would. Aaron's analysis (confirming Otto's):

- Pre-commit substrate-claim-checker → harness fires on pre-tool-use (Edit/Write) before content lands
- Commit-msg validation → harness fires on pre-Bash-tool-use when command is `git commit`

So **no persona currently needs git hooks** — contributors/maintainers don't need them because the harness covers the same ground; skill-bundle users can't have them anyway. The contributor-vs-skill-bundle distinction matters for **what's possible** (this could always change in the future, so it's a useful distinction to track per Aaron 2026-05-03), but the **current conclusion is uniform**.

**Conclusion**: Zeta has NO non-antipattern git-hook use case across any current persona. The persona-table is a useful future-flex point — if a future persona has different runtime availability or different security needs, the table accommodates new rows. B-0173 should be harness hooks + CI only for now; revisit if persona evolution warrants.
