Session-local pattern doesn't qualify for skill-level promotion
— session-local hyper-awareness reverts once the memory
salience fades. Watch-scope: 10-20 ticks, count wink-validation
occurrences per tick, track external-signal strength class
(algorithm-level < human-level < expert-level), require
pre-validation anchor cited per occurrence or it doesn't count.
