Wires Lucky into the org-wide LucasSantana-Dev/.github reusable quality workflow (quality.yml).

Jobs enabled: semgrep, codeql, trivy, actionlint, hadolint (Dockerfile present), lint, deadcode.

Runs on push/PR to release/** and main.
