fix(deploy): harden webhook deploy signaling and preflight

Summary

• harden deploy webhook contract to return command output on success/error
• remove webhook verbose logging from compose runtime
• harden deploy script with compose preflight, host-safe health URL resolution, dirty-tree fail-fast, and lock PID command validation
• add/update Lucky skills for deploy recovery + CI gate signatures
• add Discord auth smoke runbook + changelog unreleased notes

Validation

• docker compose config preflight passes
• host deploy script completed successfully
• webhook wrong-secret returns non-2xx and explicit error
• webhook correct-secret direct path returns 200 and includes deploy output lines
• smoke endpoints: /api/health, /api/health/auth-config, /api/auth/discord, /install, /legal, /discovery
