add netx windows target

This is a workaround to prevent issues like:

• fixes Compatibility problems with .NET 10 #2041
• fixes .NET 10 support #2060
• fixes WPF Project with .Net 9 and Latter is not compiling #2067
• fixes Warning NU1701 message when compiling on a .net8 application. #1772
• fixes 💥 [2.0.0-rc6] WINFORMS : Could not load file or assembly SkiaSharp Version=2.88.0.0 #2027
• fixes WinForm object place issue #2026
• fixes [2.0.0-rc6] WINFORMS : System.IO.FileNotFoundException: Could not load file or assembly 'SkiaSharp, Version=3.119.0.0' #2046
• fixes Cant't load GLWpfControl in WPF Framework #1990
• fixes Build error after upgrade LC2 from v2.0.0-rc5.4 to v2.0.0-rc6.1 #1980

This helps NuGet to restore the correct binaries when netx-windows target is used (normally wpf and winforms)
