Expected behavior

Be able to easily find and navigate the list of delegates from LiskExplorer

Actual behavior

Currently the buttons that act as a toggle in the U.I. do not look like anything interractive.

Steps to reproduce

Visit explorer URI: /delegateMonitor

Maybe introduce a slider component similar to the LiskHQ Website ?
