・Hxxxe.sYYMM.txt（Nowphas）をSHxxxe.sYYMM.txtにコンバート

例　nkf -w H207e.s2110.txt | cut -c 18-37 > SH210e.s2110.txt

・seido1.pyでSHxxxe.sYYMM.txtを読み取る
・seido2.pyでCSVデータをテキストに変換
・seido.py（seidoX.py）でRMSEなどを計算し、プロット。

地点コードの一般化などはできていないのでやれたら尚良い
