Initial alpha drop

The api is still not stable, hence alpha (otherwise would have marked it beta).

All tests written pass.

Go to https://github.com/KnicKnic/native-powershell/releases/tag/v0.0.1 to download the host.h and psh_host.dll that is needed to compile, or compile them based on the native-powershell git tag in the source.
