SUGGESTION: Filtering dropped a JetBrains feature from this range

The rewrite reads well and the raw generated notes are gone, but the filter also removed a user-facing JetBrains change that landed in this range. feat(jetbrains): support marketplace MCP companion skills (#14525) is absent from 7.1.8-rc.2 and also is not in 7.1.8-rc.1. The release-jetbrains skill says to keep JetBrains and CLI/runtime changes, so it likely belongs under ### Added.

The CLI/runtime fix fix(cli): keep sub-agents of a chat in use during session cleanup (#14502) was filtered out as well, and the plugin bundles that CLI.

If these were intentionally excluded, ignore this.
