What Problem This Solves
Goal status and restart messages exposed model credit wording that does not belong in the goal controls.
Why This Change Was Made
Keep goal controls focused on goal state and actions without billing or credit language.
User Impact
Goal help, active status, TUI restart actions, and all localized VS Code restart labels no longer mention model credits or token costs. Goal execution and usage accounting are unchanged.
