Throwaway branch proving the regression tests from #13365 fail on the Windows CI shard before the fix. Tests assert that with pwsh stripped from PATH, an installed PowerShell 7 still wins over legacy 5.1. Expected to fail on unit (windows) shards; will be closed after confirmation.
