Summary
Temporarily stop free-model session and Git workspace export while preserving the implementation for a later rollout. A single hardcoded flag prevents worker startup, organization lookup, Git scanning, and request/response buffering.
This restores the shutdown introduced by #10924 after #11011 re-enabled the capability.
