Move the localized README variants out of the repository root into
translations/so the root file list stays focused on core project files.The root README language selector now points into
translations/, and translated READMEs keep working links back to the English README and root release docs after the move.This intentionally keeps the existing locale filenames unchanged to avoid mixing folder cleanup with locale naming churn.
