feat: upgrade to Polkadot v0.9.28

fixes KILTProtocol/ticket#2168

• upgrades to latest Polkadot v0.9.28
• updates delegation two unit tests as now every call function is wrapped into the storage layer, before this was only applied to those executed with dispatch (see transactional: Wrap pallet::calls directly in storage layers paritytech/substrate#11927)

• Rename --pruning and --keep-blocks to be more similar to one another paritytech/substrate#11934
