Pull Request for TORA.jl v0.3.0.

Major changes:

Fix code for the new C API of Knitro
Annotate some fields of mutable struct Problem as const
Add precompile.jl to exercise the package and speed up its "TTFP"
Update the JacobianData struct (proper sparsity still not working yet though, even with Symbolics.jl)

This will use new language features, requiring Julia >= 1.8

Reduce TTFX with PrecompileTools.jl

Also update src/precompile.jl following rdeits/MeshCat.jl#250
