Bump JLL/version gates, drop the obsolete Legion patch, fix 26.x Legion headers, and run PhysicalStore get_ptr on the toplevel task thread so copyto! works under 26.06.

- Added HDF5 dataset reading and writing via h5read and h5write (#83). - Added tiled store partitioning for linear-algebra operations (#84). - Added task communicator support (#86). - Improved developer builds, CUDA tooling, dependency discovery, and version validation (#87, #89, #90, #92). - Updated compatibility to Legate 26.6 (#91). - Added row-/column-major external attachment, broader Scalar constructors, runtime fences and GPU counts, and scoped task provenance.
