only limit types in stack traces in the REPL #50598

There is also the issue that the stacktraces are getting truncated incorrectly on CI, so this does not close #50575 as that is still a regression

OK I guess a good way to handle it is to introduce a new IO context flag for limiting stack trace types and only set it from the REPL?

Yes we could reuse that.

move `show(err)` suggestion to REPL since the REPL sets `err`
