This is just so that people like me can track when something like #15956 will actually be merged and so that this can be scheduled.

This would make life on windows a LOT easier!

+1 for me. I was googling for hours trying to find out why it was taking so long. I finally stumbled upon a site called reddit and found the argument option. I really like julia too and was not going to use it because couldn't stand the compiled time. But now I will, and love it even more!

also fix the test for this to actually test for this,
instead of injecting a non-default build configuration
in order to test for something that bootstrapping is already testing

fix JuliaLang#16953
